Framingham Council Sends Mayor's Reorganization Plan to Ad Hoc Committee

FRAMINGHAM — July 21, 2026 — Framingham City Council unanimously referred Mayor Charlie Sisitsky's administrative reorganization to a three-member ad hoc committee and took a first-vote approval of a zoning amendment for the Eagle Rock housing project at 33 Dinsmore Avenue. The reorganization, which would eliminate the director of elder services and the parks and recreation director while merging the Callahan Senior Center under Library Director Dawn D'Alessandra, drew more than 90 minutes of deliberation and public comment, with the council's Chief Financial Officer Sean Turbet disclosing that an unspent state formula grant account for elder services has accumulated a balance of approximately $629,000, built primarily over the last three to five fiscal years as annual payments rose to $256,000.
