Framingham Council Names Landmark for Veteran Paganella, Approves $2.7M in Year-End Transfers
Framingham City Council closes fiscal year 2026 with a veteran honoree, two union contracts, and nearly $2.7 million in emergency transfers.
FRAMINGHAM -- June 30, 2026, Framingham City Council closes fiscal year 2026 with a veteran honoree, two union contracts, and nearly $2.7 million in emergency transfers. Meeting on June 30, the council voted unanimously to name a triangle at Vernon Street and Edgewood Road in Framingham Center for Nick Paganella, a longtime veterans advocate, with Mayor Charlie Sisitsky saying the city had "waited long enough" to recognize him publicly. The council ratified memoranda of agreement with firefighters Local 1652 and deputy fire chiefs, both recommended 4-0 by the Finance Subcommittee, and approved a $1,601,000 free-cash transfer to cover a group insurance and Medicare shortfall in fiscal year 2026, declaring the appropriation an emergency under the city charter to allow two required votes in a single meeting. A separate $1,074,876 transfer from multiple fund sources addressed unreimbursed COVID-19 FEMA costs; CFO Jim Turbot explained the expenses were originally charged to the federal program before final rules disallowed them. Sisitsky also announced that CSX had committed to rerouting garbage rail cars that generated months of odor complaints near Franklin Street, following a meeting arranged with staffers from Senator Ed Markey's and Congresswoman Katherine Clark's offices, and that Moody's had reaffirmed the city's Aa2 bond rating with a stable outlook and assigned its top short-term rating to $27.5 million in recently issued bond anticipation notes.
