Framingham Council Sends Mayor's Reorganization Plan to Ad Hoc Committee

FRAMINGHAM — July 21, 2026 — Framingham City Council unanimously referred Mayor Charlie Sisitsky's administrative reorganization to a three-member ad hoc committee and took a first-vote approval of a zoning amendment for the Eagle Rock housing project at 33 Dinsmore Avenue. The reorganization, which would eliminate the director of elder services and the parks and recreation director while merging the Callahan Senior Center under Library Director Dawn D'Alessandra, drew more than 90 minutes of deliberation and public comment, with the council's Chief Financial Officer Sean Turbet disclosing that an unspent state formula grant account for elder services has accumulated a balance of approximately $629,000, built primarily over the last three to five fiscal years as annual payments rose to $256,000. "In a $398 million budget, this is .003 percent of our budget," said Councilor Philip Stefanini, arguing details on job classifications and ordinance language must precede any yes-or-no vote. Board of Library Trustees Chair Heather Klisch read a formal board statement warning that "executive leadership and accountability cannot" be delegated and asking for quarterly mayoral briefings during implementation. The ad hoc committee — size set at three after a 7-to-4 vote defeating a five-member proposal — is directed to report back at the August 18 council meeting, within the 60-day statutory window. On Eagle Rock, the council accepted a friendly amendment raising the minimum for-sale ownership unit floor from 20 percent to 25 percent before approving the zoning map amendment 8 to 0 on first reading.
