Framingham's City Council continued its Clarks Hill rezoning hearing to May 19. The 9-0 vote followed debate over whether the change needs a simple majority or two-thirds, and a call for a final memorandum of understanding. Attorney Kathryn Garahan said owner Vios Theodorakos needs about 220 units, roughly 17 units per acre, while the Planning Board urged lower density along Clarks Hill Lane.
The council also accepted the fiscal 2025 audit, which showed about $58 million in unassigned general fund balance, or 15.2 percent of expenses, and voted 9-1 to take no further action on a special municipal employee ordinance. Keefe Tech Superintendent John Evans told members the state's enrollment range is 875 to 1,350 students, and one councilor warned Framingham could face "$5 to $10 million" in annual debt service.
