Framingham Planning Board approves Pelham Learning Center, continues two major hearings

FRAMINGHAM -- May 4, 2017, Framingham Planning Board approves Pelham Lifelong Learning Center and races through packed agenda under a 7:30 p.m. town meeting deadline. The board voted 4-0 Thursday to grant minor limited site plan approval for the two-story, 8,150-square-foot educational building at 65 and 103 Second Street, with Condition 42 requiring the applicant to submit photometric and landscaping plans before any occupancy permit is issued. A proposed eight-lot definitive subdivision on Kendall Avenue, Kendall Corner Subdivision, filed by Kendall Street Realty Trust and involving roughly 5.7 acres near the Natick and Sherborn town lines, was opened and immediately continued to June 8 after frustrated residents were told there was no time for public comment. A contested 16-unit apartment building at 68 South Street, where neighbors raised fire-access, parking, and drainage concerns, was also continued to May 18, with the applicant directed to redesign the South Street entrance and resolve a tandem-parking special permit issue before the next hearing.
