Framingham Planning Board approves Pelham Learning Center, continues two major hearings

FRAMINGHAM — May 4, 2017 — Framingham Planning Board approves Pelham Lifelong Learning Center and races through packed agenda under a 7:30 p.m. town meeting deadline. The board voted 4-0 Thursday to grant minor limited site plan approval for the two-story, 8,150-square-foot educational building at 65 and 103 Second Street, with Condition 42 requiring the applicant to submit photometric and landscaping plans before any occupancy permit is issued. A proposed eight-lot definitive subdivision on Kendall Avenue — Kendall Corner Subdivision, filed by Kendall Street Realty Trust and involving roughly 5.7 acres near the Natick and Sherborn town lines — was opened and immediately continued to June 8 after frustrated residents were told there was no time for public comment. A contested 16-unit apartment building at 68 South Street, where neighbors raised fire-access, parking, and drainage concerns, was also continued to May 18, with the applicant directed to redesign the South Street entrance and resolve a tandem-parking special permit issue before the next hearing.
