Framingham Planning Board Approves 438 Waverly Street Apartment Conversion 5-0

FRAMINGHAM — February 16, 2017 — Framingham Planning Board unanimously approves 438 Waverly Street apartment conversion and clears several administrative matters. The board voted 5-0 Thursday to grant minor site plan approval for Deco Realty LLC's conversion of the second floor of a mixed-use building at 438 Waverly Street into two two-bedroom apartments of roughly 600 square feet each, capping a review that began in December. Attorney John Dombrowski, engineer Matt Waterman, and architect Jay Gallant presented revised plans reducing the unit count from four to two and reconfiguring the parking lot, stormwater system, and loading area. The board also endorsed a Fenwood Street lot-line adjustment 5-0, granted administrative authority to release landscape bonds for Genzyme and Blandin Avenue pending site visits, and approved an outright release for Sudbury River Landing, all by 5-0 votes. At 100 Pennsylvania Avenue, the board directed RMR Group attorney William Bozzone to file for minor site plan review — rather than relying on a building inspector's informal clearance — before implementing a large-scale valet parking arrangement for an undisclosed incoming tenant. The board unanimously declined to take any position on Winter Special Town Meeting TIF articles, with members citing the board's lack of jurisdiction over financial instruments and concern that at least one related project may come before them for permitting.
